Is it possible to turn off DHCP assignment to clients using Google Wifi, or in the new Nest Pro? And use another device to serve DHCP?

Officially, no. Unofficially, you can probably get close to being able to do that by limiting the size of the DHCP address pool to a single address. However, that means one device in your network will still likely get assigned that address by Google/Nest WiFi. To make that at least consistent, you'd want to reserve that IP address assignment so that device is always the one that gets it. All of that said, I don't recommend trying to do this in general. Google/Nest WiFi is intended to be easy to use – it may not be as flexible as some users would prefer.
