Did Google completely get rid of professional monitoring and cellular backup for the Nest Secure? If so then why is there still an option in the app to add a subscription that just takes you to the Google store with no options to purchase a subscription?

No. As has become typical, Google abandoned a service which was useful to users after only a couple years of support. I'll be upgrading my security system and it definitely won't be Google/Nest because you guys can't be relied on to provide a service longer than about 18 months.
