Can’t finish nest hub max setup

I can’t finish setting up my hub.  I factory reset it and now it’s saying can’t finish because previous owner etc.  I’m in a loop.

That error means the previous owner didn't remove it from their account before you bought it. After the previous owner's video history has expired, which can take up to 60 days, you'll be able to setup the display with your account. Alternatively, you can return the device to the owner and ask them to remove it from their account.
