Error. 83509 message

Hello I am getting error message 83509. 
on my kitchen display as well as 3 speakers. 

I have factory reset all devices as well as deleted the deceive the wifi in the home app to start fresh.  It allowed me to gro through all the the steps gives me the code to match to phone and device then at the google assistant stage send error message 83509

 

i read a form that said add English as language, I did that and still nothing

I found another community member asking the same here. The support agent replied:

Ensure that you're using a personal Google Account to set up your Google Nest Mini since this issue usually shows up when you're using a Google Workspace Account or other email accounts with strong security and privacy configuration.

If you're using a personal email, exit the setup screen and enable voice match in the Google Home app. Here's how: open the Google Home app > Tap the Account icon at the top right > Choose Assistant Settings > Hey Google & Voice Match > Other devices > Tap on the device name that you're currently setting up > If it asks you to turn on voice match, follow the on-screen prompts.
