Why does Nest Hub Max device need to be connected to the same Wi-Fi network as my phone?

I bought the device for my elderly parents thinking it would be a good way to make video calls and share photos since i live in a different state. On my last visit, I set up the device at their home and added myself as an admin along with their email. I am not able to add photos or manage the device even if I log in to google home using either account.

I'm confused why if I can sync use the photo frame feature unless I'm physically in the same location on the same network. The nest hub is connected to the internet as is my phone and laptop using the same google home account. For any other google service, you can work between devices, but not the nest hub. Why? I feel like I've wasted a couple hundred bucks to leave a brick on my parents kitchen table.

Why not allow users to authenticate themselves like every other Google product? To block all access to a device and offer no method of connection unless you're in the same room is bonkers. 

But I guess thanks for confirming I left a useless device on my parents kitchen table.
