I am a new user to streaming, and still subscribe to cable TV (Spectrum). Is there a way to set up that cable access on the Chromecast, like you can do on a RoKu?

Roku TV is equipped with a tuner to enable that kind of functionality, Chromecast is not, so there is no feature or setting for that with Chromecast.

Actually, yes. Why would/does the RoKu have a built-in tuner for cable TV (see David's answer above)? I thought all streaming is based on web-based access???

That's a product decision made by Roku to include the necessary hardware to make it possible for you to access digital “over-the-air” broadcast television using Roku TV. As I mentioned, Chromecast does not have that feature.
If the service you're looking to share to your TV supports casting for live broadcast content, either with its mobile app or via its website in a Chrome tab, you'll be able to cast it to your TV.

That clarifies it, it's not the actual cable offerings but the "over the air", aka "local channels", I get it now.
