Chromecast and Chromecast Speaker Groups Default To Maximum Volume

When casting to a Chromecast or Chromecast Speaker Group from Spotify, the volume will default to maximum every time. 
The volume slider on Spotify will report 20% or so, but the speakers will be wayyy to loud. Adjusting the slider will re-set the volume to a normal value, but sometimes there is a delay in setting the new volume and in the meantime the sound will be blasting. 
I've confirmed the chromecast reports the volume is at a reasonable level both before and after the music is blasting via the Google Home App. Toggling the volume via Google Home app, it seems to 'fix' it, but only after the music is already blasting.

gen 3 chromecast, no errors reported
