I've just bought a new LG TV (LG OLED55C35LA (2023)) and am using the Chromecast with Google TV (4K). The Chromecast can't change the volume of my TV, not when using the remote and not when I'm using the App to control the Chromecast. Settings of TV are OK (SIMPLINK).
Have you tried to re setup your Chromecast , the remote may just need to change its control codes for your tv. Or you could try a HDMI cec channel to control volume that way .
