This happens across all apps some more than others.
I am using the Google TV interface.
This was not an issue with the Chromecast 3rd gen when I cast from my iphone.

Yeah, Google is pretending the issue doesn't exist. It is infuriating that they haven't even acknowledged this problem. This thing is unusable. I got it for free and still feels like a rip off.

I am shocked that Google can not fix this issue for 4 months while so many users are affected from this. Beside that, they are not doing any announcements about fixing date, cause of issue... etc. Maybe we should get together other platforms like twitter, and say it louder to Google and also other users that not to buy it until the bug is fixed.

Having the EXCACT same issues here and was very disappointed to try everything outlined in these posts with NO FIX! It comes down to an update is needed ASAP or allow us to revert to the old android version where these issues did not occur...

I have had this issue as well, changed the power plug with a universal power supply and the issue disappeared.

Thank you - I did just give this a try with a couple of other USB C faster chargers but it didn't fix it (tested with BBC iPlayer.

I tested it with videoland and netflix. Chromecast is more responsive as well now.

Thanks for sharing this. I am experiencing the exact same problem on a Samsung Q80T tv using the Google TV 4K. It is frustratingly hard to replicate the problem. It will behave sometimes but other times will stutter across Disney+, Netflix, Amazon Prime and Apple TV+

So, I have just determined that this is actually an issue with both my Chromecast HD TV and Chromecast with TV. Both seem to stutter on two different TV's. Both TV's are Vizios. It seems to happen only on Paramount + and then on two different shows that I watch.

It's 24fps content. Always and only. Forget about Paramount, Netflix etc. It's has no relation to any app. It's the android 12 update which caused this.

Only happens on Peacock + for me. Been doing it since I got the Chromecast HD with Google TV. I thought it might not happen woth the Chromecast with Google TV but it does. I have a work around but it is of course less than ideal.

I think many of us are seeing frame drops. But I believe judder happens as well. Most don't know the differences between frame drops, judder and stutter.

This makes sense - in that it is 24 fps content that is causing the problem. My frustration is that the problem does not present consistently - I can watch the same content twice and have the problem come and go. It almost seems as though it is an issue with processing power in the Chromecast itself or potentially insufficient buffering of the content.

I don't think I agre with "only" oilfan77. I've had the issue very noticeably on 25fps content on BBC iPlayer.

No PAL in North America. 'Always and only' applies to NTSC. However, you can understand how close 24 and 25 are. And how the symptoms relate to both.

I'm glad to see somewhere in here it's been narrowed down to this, finally, and that it's being repeated. I remember at first (and this has been going on, unresolved and even unacknowledged since the Android 12 update) people wondering if it was an app-specific thing, if the new framerate setting being toggled to specific options would calm it down, but no.
Chromecast w/ Google TV will work like you remember it working on anything 24fps, but ONLY if you specifically go into the settings and tell it to output ONLY at 24hz, and then only if you play things that are encoded at 24fps (or rather, 23.976fps, due to NTSC goofiness). I know this because it is literally the only way I can get reliably stutter/judder/framedrop free playback like I used to get when watching any app that plays movies.
It is absolutely bizarre that in 2023 hardware that is designed specifically to play back content at various framerates seamlessly just cannot do it when it's been a regular feature (not even a feature, just something more or less baked into the most rudimentary of expectations) of AV equipment for literally DECADES now. Google updated a puck that was working just fine and somehow managed to break 3:2 pulldown so thoroughly that the only way to watch a movie on it (ostensibly one of the primary reasons to own the thing) is to go into the a/v settings and specifically tell it to output at 24hz and ONLY at 24hz.
They are likely not going to fix this and will just push out a new piece of hardware that will manage to do this effortlessly like it did before the Android 12 update. In the meantime, if you can't use the puck in as specialized a manner as I'm using it, the only other real option is basically to either get used to stuttering/frame-drops during movies, or find a different streambox.

Just top be clear, some definitions:
Frame drops: Scene freezes for a moment, happens occasionally and unevenly. A character on the screen might be talking, and then their lips stop moving for a moment, and then the video catches up. Happens unevenly. Is caused by one or more video frames being missing.
Judder: seen repeatedly and evenly as the camera pans across a scene or as an object crosses the screen. Like a little constant skip that you see when the camera pans: skip...skip...skip...skip... This is caused by a mismatch between the source content and the display. Modern TV's with high frame rates have ways to fix this.
Stutter: Like a very fast very even "Judder". Seen in fast panning shots as a constant little skip between every frame. Caused by the quick response time of OLED TVs: There is a harsh sudden change from one frame to the next and the viewer can see this with quick panning shots. Sometimes alleviated by features like black frame insertion or motion smoothing.

I have intermittent severe stuttering on Disney+ on my Chromecast with Google TV. I think the unit is perhaps overheating and thermal throttling. I improved the airflow and it seems to have gotten better. Maybe someone else can try to see if it makes a difference?

There is no way its overheating, unless you have a blanket wrapped around it. It's 24 fps content ONLY, caused by the android 12 update. It really sucks that people have to wonder about overheating, underprocessing and this run around, because Google won't do their job, or even listen to customers. If they spent ANY time is this forum it would already be fixed.

Connected to...? I'm not sure you get it. Some shows and movies are filmed at 24 fps. Those are the ones giving frame drops, which is the issue. Caused by android 12 update.

It was caused by the update but it might still be overheating. The update might have made the frame rate conversion run hot under certain circumstances. We'll probably never know.

Just finally throwing my 2-cents in. Same issues here since at least November. In a home full of CCWGTV - 5 of the 4K devices, and two HD versions. Of course, the Living Room's 65-inch flat screen is where you notice the most, and drives you the craziest.
Doesn't matter which app - HBO Max, Netflix, Prime, Peacock, Paramount... As others have shared, it's always the 24 fps content. From my understanding of Judder vs Stutter vs Frame Drop, we've seen it all consistently over the last 4 months. On a home full of devices whose quality & superior user experience I swore by.
It's offensive that Google appears to be ignoring and abandoning an issue affecting countless paying customers. But maybe Google lives in a world now where the goodwill of clients simply isn't a thing. And if that really is the case, we should probably consider doing business with a business that does care.
It would certainly be an unfair and expensive lesson. But if everyone took that route, it would likely cost Google far more than it would the rest of us. People matter - and they need to start acting like it.

I switched to Apple TV, perfect playback, and it does proper frame rate matching, changing the frequency of the TV (the screen does go black for a second while it switches the TV frame rate).
My Chromecast WGGTV is now gathering dust until they finally release a fix. And then I’ll swap it out with my gen1 Chromecast on my other TV (which I’ve had for almost 10 years, and still plays back fine).
