I have installed Chromecast with Google TV (HD) on my Windows 10 laptop using BlueStacks 5 as Android Emulater so that I could Google Home. The Chromecast installed seamlessly but when I try to set up Google Home and Add a new device it hangs at the Turn on Bluetooth page and won't accept Turn On or Allow Home to turn on Bluetooth. this is even though Bluetooth is enabled on my laptop and Chromecast HD is shown as Paired in my laptop Settings.
I've tried reinstalling the Chromecast but it gets stuck again a trying to turn on Bluetooth.
Anyone any ideas to get over this would be really appreciated.

Google only supports the Google Home app on an Android or iOS phone or tablet, so your mileage is going to vary here unfortunately.

I have used as recommended an Android Emulator. LDPlayer, to install the Cromecast and installed Google Home from the Google Play Store on my Win 10 laptop. So now I have access to Android apps on my laptop. It is only Google Home that is causing a problem with "apparent" Bluetooth and also W-Fi connectivity preventing a complete installation. Google Home installed with no problem on my Iphone. I would just prefer it to on my laptop also as it would be more manageable.

And what I'm saying is that's not supported. If it doesn't work, Google doesn't support it so there isn't going to be any viable troubleshooting steps to try here I'm afraid.

The use of an Android Emulator is supported by Google as it not only facilitates the installation of Chromecasts on Windows devices it opens up a huge market for Android games. So there may not be workaround or troubleshooting - yet! It will be interesting to see if the attraction of these "new" Chromecast with Google TV HD and 4K to the growing Windows market will highligt similar problems as mine with consequent fixes.

Specifically for setup of Chromecast, and other Nest devices, you must use the Google Home app on a physical Android or iOS phone or tablet. Your mileage with emulators will vary as I mentioned, and Google don't support them for device setup.

I will continue then to use the emulator to download and install android apps and leave Google Home on my Iphone. 😀
