Google Chromecast 4k Tv Cannot connect to old tv

Hello, a year ago I purchased a Google Chromecast 4. When I first connected it to my TV everything worked without any problems. After that, I didn't use the TV for about a month, and when I reconnected the Google Chromecast 4, it didn't connect or load at all. I also tried connecting it to my new monitor, but it didn't load or connect there either. It connects successfully to the new TV, but fails on other devices. I have rebooted the Google Chromecast 4 several times and returned it to factory settings. Please advise me what to do.
Monitor model: Philips 242E2FA
TV model: SLE 22F47DM4

What color is the light on the Chromecast? It works fine on one of your other TVs?

The light is white. It works on the new TV but not on my monitor either.

I notice you said it worked fine originally with the TV it now doesn't work with?

Does it not work with any of the HDMI ports?

Have you tried factory resetting your TV?

Yes. I'm sorry for the mistake. It doesn't work with any hdmi port and I've also tried resetting the TV to factory settings.
