Google assistant/home ecosphere not working on Google tv

The tv is connected to my Google home and the remote works through the Google home app on the phone but when I speak to my Google mini to turn off or on, play video, open Netflix or any voice command it does not work on the tv. Google assistant on the mini hears the command but says that “sorry I’m not sure which device you want me to control” or says ok to “playing x show from y platform” but nothing plays.

Hi

• the speaker is Google nest mini 2nd gen
• originally no but the previous Google chromecast had worked with it being assigned in a separate room. Assigning it to the same room now allows it to turn on the tv. 
• I’ve tried resetting and relinking the products.
• yes the voice commands worked before I switched to the newer TV streamer on the older chromecast with Google tv models. 

so now Google home voice commands can turn on the tv and turn off the tv. Do simple commands like open YouTube or open Netflix but it cannot play a show.
