How can I remove a local device? Whenever I turn on the TV and use Google TV, the remote shows up on every member of my family's phones. There is no option to delete it. I never added it, so why is it there?

That is the Media Control panel. It's built into Android now and appears on every device that is on the same network as the Chromecast device.
You can turn it off, but you have to do it on each phone or tablet. You can't do a bulk shut-off
