Hello,
I currently have my PC with speakers set up in my bedroom, with a Chromecast 3rd Gen hooked up to my TV and speakers in the living room. I am wondering if there is a way to play the audio from Chrome on my PC simultaneously through the PC speakers and Chromecast, as Home does not allow me to add my PC to a group.

No, you can't do that.
Only Chromecast devices can be grouped together. Your PC doesn't count as that.
And, you can't play the sound locally (on your PC) and cast it at the same time. It's one or the other.
