This is an issue that has suddenly appeared out of nowhere.
Simply put, I can say to my google nest "Play XYZ on TV" and it will play, I can say "Set TV Volume to 40%" but I can't say "Pause TV" or "Stop TV" or any actual control commands.
I've had this chromecast and speaker forva couple months now and this has never been an issue till now. The only thing I have done differently is that I factory reset it to connect it to new WiFi.
I'm using the same account, the same wifi etc. So again the speaker and TV are absolutely linked and they do connect but anytime I ask google to "Rewind 2 minutes on TV" all I get is "I didn't understand that"
On a side note, I have noticed that the Chromecast shows up in my Google Home app but when I go to google assisstant settings and go to devices there only my speaker shows up, currently it even shows up double.
I've factory reset both, I've force signed out of the devices, I've completely removed my home and remade it and re-added the devices, I've tried setting up the chromecast on another google account and it also doesn't show up in the google assistant device section.
Any help is appreciated.

The link you sent doesn't exist anymore but it's a 3rd Gen 2018 model
The google speaker I'm using is a Nest Mini 2nd Gen
There's absolutely no issue with the speaker, it functions as it always has, answers questions, plays music and as stated even plays videos on the chromecast, the only issue is voice controls while a video is playing, the response I keep getting is "I didn't understand that". I figured there might be an issue with the mic on my google nest or something but I tried one of my Google Home routines that's supposed to stop any video playing. I've used it in the past to turn stop playback when I go to sleep, it's a custom function with the command "Stop TV" which up until now has worked flawlessly. Now even when the command is written down like that I get "I didn't understand that".
As far as I can tell, there is a disconnect between the Nest and the Chromecast but one that has just suddenly appeared out of nowhere after months of no issues, most bizarre.
Both objects are physically in the same room, connected to the same wifi.

Thanks for your update. Let's try these steps:
First, make sure you're using Android 3.30.1.6 or iOS 3.30.106 of the Google Home app. This specific version includes a fix for post-reset Chromecast connectivity issues.
After you've updated the app, reboot your phone and then reopen the Google Home app.
Now, restart both your Chromecast and your Nest Mini. To do this, simply unplug them, wait about 10 seconds, and then plug them back in.
Confirm Wi-Fi Band: It's important that all your devices (your phone, Chromecast, and Nest Mini) are connected to the same Wi-Fi band, preferably 2.4 GHz. This helps prevent common access point (AP) isolation issues.
Go back into the Google Home app and add your Chromecast again. During the setup process, keep an eye out to ensure that voice control shows the "Look for devices" prompt.
Check Google Assistant Settings: Open your Google Assistant app, then go to Settings > Devices > "TVs and speakers." See if your Chromecast appears here now. If not, try unlinking and re-linking your account under "Works with Google."
Once your devices are linked, we can try to force a firmware refresh. Just ask your Google Assistant to "Play YouTube on TV" or "Pause TV." This command often helps to refresh the metadata and better align Assistant voice control for more granular commands.
After performing all these steps, please test out some granular commands like
“Hey Google, pause the TV.”
“Hey Google, stop the TV.”
