Will Chromecast allow Android phone with USB-C connector to mirror to HD TV HDMI port without Wi-Fi?

Thanks for reaching out. Screen mirroring or casting your Android screen to Chromecast is only supported via the Google Home app and your phone needs to be connected to the same Wi-Fi network as your Chromecast. See the info here.
