Chromecast plugged in to TV port. Used to work. TV screen shows 'reconnect me' 'TV can't find WI-FI' Google home app does not help. Lower right has code 'H4E7'.

Have you recently changed your Wi-Fi or router or it’s settings? Can you still see your Chromecast in the Google Home app?

I would first follow these steps to reconnect your Chromecast to Wi-Fi.
If those steps don't work:
If neither of those methods solve the issue, you’ll need to factory reset your Chromecast, then set it up again.

I tried to factory reset but I could not find a button on the Chromecast device.

Yes. After factory reset, phone app will not connect.
