You might want to try to move the unused tv to a new Home that you create in the app. Once you move the device to the new home delete that "home".
I haven't run into this issue but have seen many posts here in the Community and seems this workaround is the best way to resolve the undeletable tv.

Okay, thanks again for trying all that. I escalated this over to the Nest team to see if they know any other ways to help.
In the meantime you can clear the Google Home app cache if you haven't already.

If the issue persists, try creating a new home structure and move your active device there and delete the old one.

Thank you for the response. I tried that but as soon as I deleted the new home the device went back to the original home.

I just tried that and it says 0 unused devices. I have created another home and moved it into that. It's so strange that there isn't a remove device option in google home. Is this something that will be coming in the future.
