Turn on the Wifi hotspot feature on a phone or tablet. If you're not sure how to do this, refer to the manufacturer's support website.
Connect a second phone or tablet to that Wifi hotspot.
You can then use that second phone or tablet to setup your TV and connect it to the Wifi hotspot on the first phone or tablet.
It depends what features your TV and phone support.
Some TV models have both Chromecast built-in and Miracast support, some have one but not the other.
Some Android phones support Miracast but some don't. Pixel phones only support casting via Chromecast as an example, they don't support Miracast.
Chromecast built-in requires a functioning Wi-Fi network and internet connection, whereas Miracast doesn't as that uses something called Wi-Fi Direct instead.
