I have tired on my phone and on a web browser. I have three locations. Two have Nest Aware Plus but I cannot add Nest Aware Plus (or basic) to my third location. When I try it lets me get all the way to just before the payment page and then loops me back to the beginning... help?

You could try the "Contact us" option under "Nest Aware Premier" care on the page below, which says you can "Get 24/7 access to Nest Aware Experts on the Nest Customer Care team. They’re available to answer questions, help you access features, and manage your subscription."
