This one was driving me insane.
I'd tried all the suggestions of creating a new home, using 2.4Ghz, making sure no other Nest products etc. etc.
Finally, I started monitoring my firewall and saw connection attempts on port 11095 from the Protect being blocked.
Added a rule to allow it and bingo! Added to the Nest app and got the verbal "Connected" message.
