Cannot get past the WIFI config step in Home app for my new Nest Thermostat

I have 2 new Google Nest Thermostats that I'm trying to install.  I already have 5 other Nest Thermostat E and Learning Thermostats in the house which are older generations, and they all work just fine.  This new one is impossible to install, I get to the point where I've physically installed it and configured it in Home to the point where it says, "Trying to connect to an assisting Nest device" and that's where it fails EVERY time.  The message that comes back after a few minutes is "Can't connect to assisting device."  The other thermostat it's trying to connect to is working fine, online, and connected to the same (and only) Wi-Fi network in my house that my iPhone is on.

How do I manually connect to a Wi-Fi network?  This is stupid that it's trying to connect to another device and won't let me bypass that when it fails.  If I can't get it configured, I'm just going to send these pieces of crap back and buy old generation thermostats that actually work.

I'm resolving my own question for others who may have the problem.  The issue is in Google Home, and was that the app was not enabled to access my local network from my phone.  Once I went into Settings -> Privacy -> Local Network and enabled Google Home for access, the app works fine and finds my Nest devices.  I would have thought the app could have figured this lack of local network access out itself.
