Fan turns on and off for 30 seconds

I have had the same Nest for several years and have used it without issues. 

Today, the air handler fan turns on and off randomly at around 30 second intervals. This happens every 5-10 minutes. There is no indicator showing that the fan is running. The compressor does not come on. It’s just the fan. 

I have a c wire installed and nothing has changed. When I pull the unit off the wall, the fan cuts off, so it seems that it is the Nest itself. 

Was there some sort of software update recently?  Should I try to factory reset?  

I’ve searched solutions here but most say it’s a c wire problem but the diagnostics show that its connected and values are in range.

EDIT: It turns out that even with the unit detached from the wall the fan kicks on. 

It must be a control panel issue with the ac itself?

FWIW, the control board was bad.
