Google Nest Learning Thermostat won't complete initial connection to heat link

Getting an H71 error at initial setup. Thermostat is connected to WiFi successfully. Heat Link is correctly connected to boiler (and can turn heating off manually just fine) but the two devices won't talk to each other and I get repeated H71 errors. 

Heat Link continues to have a blue flashing light. I have reset the heat link several times and restarted the thermostat. Devices are right next to each other and within two feet of WiFi router so it's not a range issue.

Options such as "reset pairing" and "replace heat link" haven't solved the issue. 

Any ideas?

Sorry, I gave up in the end and returned the thermostat. All the standard steps on the forums weren't fixing the issue, and I was pretty certain that I was following the instructions correctly.
