Installing Nest without Internet

I am in the process of a remodel and need heat in my house.  We do not have internet yet, but are ultimately wanting to use Nest Thermostats.  Can I use my smart phone to set up my Nest Thermostat, but use manually until we install internet?

I wanted to follow up and see if I could be of any help. You can set up and use the device like a normal thermostat, but without Wi-Fi, it will not act like a smart thermostat.
