A competent plumber did a lot of work this week installing a new cylinder, pump and tank thermostat. When he left it appeared the Nest system was fully functional but it has become apparent despite it showing as on with the app and the thermostat, the water is not being heated although the central heating system is working perfectly. The Heat Link is showing a steady green light. Plumber can not return for several days.

When you say they fully tested when installed, I assume you were shown the hot water actually working and the water getting warm? The heating on and the radiators getting warm? Hopefully they didn't just show you the app is working and the display shows heating and hot water on?
You can prove if the thermostat is talking to the Heat Link for heating by calling for heat and the Heat Link will click, turn back the thermostat dial and the Heat Link will click again. The boiler will fire up for calling and go off when turn back.
You can prove the hot water is talking to the Heat Link, by going to the display and call for water for say 30 mins, and the Heat Link will click. Cancel the hot water and the Heat Link will click again.
I would probably guess your issue could be a motorised valve if you have one in the system, and worth checking.

Thank you for this. In a sense you are absolutely correct. Today the plumber, amid a profuse apology, returned and went straight to a wheel valve at the base of the cylinder which controls the flow into the coil. Two turns and all was returned to normal. He had simply forgotten to re open that valve after replacing the cylinder. Human error. Could happen to anyone. But grateful for your interest.

Thank you Gabriela, the issue was indeed resolved but it may be helpful to others to be aware of the flow valve at the lower inward flow into the cylinder.
