Additionnaly i can power on the thermostat with the USB power supply, it is successfully synced with the Nest LCD regulator:
BUT: without the 220v input working, the Heat Link cannot switch on/off the boiler connection, even with a manual click on the button.
If it is not fixable, how can i replace only the heat link part ?

I take it they were the answers to the questions Nest asked you, sounds normal?
Should that be the case I am surprised they never passed you over to the senior bod.
I would ring again, and say you have had the circuit tested by an electrician and they have confirmed power to the Heat Link, but still no sign of life or lights on the Heat Link.
I sell Heat Links on ebay, just sold 6 this weekend. Nest will not sell any parts, which is a bit of a farce! See how you go, and if no luck I might be able to help.
Keep contacting them for a replacement.
