Not Cooling on RC or Rh

Installed a new learning nest thermostat. All connected and not blowing cold air in the RC or RH connection. On the old Honeywell thermostat, I had one red wire in the R with a jumper to RC. We do have a heat pump also. 

any suggestions? It is getting hot here already in Palm Springs!

Is there any message or code on the thermostat or on the app while you call for cooling? Do you still have a photo of your previous thermostat wiring? If so, please send us a photo of your previous thermostat wiring configuration, a photo of how you connected the thermostat wires to the Nest Learning Thermostat, and a photo of how the thermostat wires are connected to your HVAC control board. Also, collect power readings from Settings > Technical Info > Power (Battery, VOC, VIN, and lIN).
