I am a landlord trying to find out how I can allow my tenants to use the thermostat via the app. Is there a way to connect them through some sort of “invitation” or do they just have to download app and enter my information?

Nest Thermostats are designed as personal devices. There's no way for you to share them as a building owner, I'm afraid. Either you control it and it settings, or you would need to reset it and allow the tenant to set it up with their own device and Google Home app.

If you're signing into your Nest app using a migrated Google account, you can invite home members like your tenants who will share control of the home and its devices in your home. It would nice to have some restrictions on minimum and maximum temps. To ensure the home is maintainaned at least at minimum legal requirements
Or pipes dont burst in the winter time.
I know my tenants are great, but I worry trying to save a few bucks they will burst a pipe.

Safety Temperatures can prevent your home from going below a certain temperature by turning your heating on when the set limits are reached. This helps to ensure that your pipes won't freeze or that your home won't become damaged by excessive cold. Your Nest Thermostat will follow your Safety Temperature even if it's set to Off or Eco Temperatures, or your home is set to Away.
