I did a factory restart when I switched from ATT to Xfinity on my Google wifi. I cannot get the first AP to connect to the router. Keep getting connection failed?

New ISP often requires you to factory reset all Nest Wifi units ( https://support.google.com/googlenest/answer/6246619?hl=en ) and set up the network again from scratch ( https://support.google.com/googlenest/answer/9548301?hl=en ). Did you try that?
It's also a good idea to make sure the ISP equipment is put in bridge mode to avoid double NAT.
