Google Wifi factory reset not working

I have taken over a number of Google WiFi access points, spread throughout my building.  Three of them are misbehaving so I have factory reset them.  One reset ok, and is now added to a Google Home account.  The other two do not reset properly; I have read and carefully followed the Google guide: Factory reset your Wifi device - Google Nest Help

In short, I try to do this:

  1. Power off
  2. Press the reset button, and power on. 
  3. Wait for white (solid) then blue (flashing) LED and release the button
  4. Wait for some time for the reset to complete, when the LED pulses blue

I have got to step 3 and waited for 3 hours, but the flashing blue never changes to the pulsing blue.  I also tried rebooting the AP again but I get a solid blue.  My Google Home app does not detect either of these reset APs when they are flashing blue, by attempting to add a new WiFi device.

The WAN and LAN ports are not giving responses to DHCP requests from my laptop.

Please advise what I can do?

Have you tried pressing and holding  the reset button while it's on.. as that's the way that works for me

Yes, I have.  Before the power on with reset held process was performed the APs did react to holding the reset button (for 10s) when already powered up (flashing orange I think) but it did not result in successful reset.  At this point they do not react when powered then pressing reset for 10s. 

These APs can get to two states today - 

  1. Power on, left to boot results in constant blue LED.  No reaction to reset button held for 10s (or 60s)
  2. Power on with reset held result in white LED for seconds, then flashing blue LED.  No reaction to reset thereafter.

I am stuck.
