Nest pro wifi during set up is asking me for password for 8d3d network. What is the password

Trying to set up new Nest Pro WIFI and it is asking me for a password for 8d3d network?   We do not have cell phone coverage without the internet and so when we we are trying to set this up we don't have cell phone coverage.  

What is the password?

Nest Wifi does not have a password to setup the device. Are you following these steps?

The password is typically created by you during initial setup with google home. Are you setting up points and not able to scan the code on the bottom?
