I’m wondering if there is a setting to require new devices to get admin/manager approval in addition to the password to access WiFi. Specifically we are trying to manage access from non approved devices and if kids have the password, it’s easy for them to grant access to devices not authorized by their parents - eg an additional phone, gaming device, etc

There is no such feature I'm afraid. If someone knows your Wi-Fi password, they will be able to join your network using that password. Have you looked at the family Wi-Fi features to see if that would help you?

Another feature that could help you here is to turn on notifications for new devices that join your Wi-Fi:

this doesn’t help if your children are being duplicitous and trying to gain access through a non approved device (extra/borrowed phone, etc.). Also, given the amount of IoT and people that join the network, it’s often hard to know which devices are which.

Aside from the family Wi-Fi feature, no I'm afraid. The kind of feature like the one you described are not typically found in consumer routers, and are more commonly found in more advanced or enterprise level routers which have much more technical options and features.
