I travel a few times per year to Costa Rica. I own a Townhouse there and don't want to pay an internet provider a monthly fee when I am not there. Will the Nest Wifi replace an internet provider? And will it handle smart tv's and pc's? For watching Netflix for example... Thank you

No, you will still need a connection to the internet. Be it through a ISP (DSL, fiber, coax, wireless), GSM (4G/ LTE, 5G), or satellite (Tesla Starlink for instance).
Google/ Nest Wifi is just a home router, it can't connect you to internet by itself.
In Norway we have providers that provide agreements where you only pay for every month you've actually used internet. If you ain't there for three months, you pay nothing If you use internet 2-6 of august, you pay for whole august. Such deals are only for GSM/ mobile broadband as far as I know. Maybe that's something to look into?
