google wifi is having solid blue and not detecte by Google home App

I have 3 google wifi devices and not of them are detected by Google home. One of them has blinking blue  rapidly and two has solid blue. 

these devices were working fine in my previous house. these are not working in the new house. 

Have tried factory reset multiple times. App keeps asking "what are you setting up". after selecting Wifi and Google wifi it comes back to same screen.

very frustrating effort. I have wasted few hours in setting these devices with no result.

Will greatly appreciate any help/assistance

Pulsing blue means its ready for setup. Solid blue means it is factory resetting. This can take up to 10 minutes, and should go to pulsing blue once ready for setup. Do you see a setup network being broadcast by the Wifi points?
