two ac2200 routers on one network?

I bought two ac2200 routers instead of one + access point.  I just want to make sure that I can use one of the routers as an access point (no wiring, just via the wifi) .  I really don't need the access point functionality and I like having the extra ac2200 as a backup in case of a failure.

You can indeed. Leave the second one powered off, then setup the first router. Once setup, follow the “Add an additional point or router” steps in the “Setup your Nest Wifi router” section linked below.
