How can I change app access to someone who gave themselves FULL access and locked out the owner

I have a Nest x Yale Smart Lock with Nest Connect on My Door the Person who set it up gave themselves FULL Access and everyone else USER only, they no longer live at my residence but maintain control of who can access, how can I reset or change to get FULL Access back without having to uninstall the Yale Unit

If they are the only person with full access, you won't be able to change that without factory resetting the lock and setting it up again. You'll want to do this anyway to ensure it's correctly linked to your account and app.
