I'm trying to cast videos but there are limitations while doing it: there's no wifi I can use, I have limited mobile data for mobile hotspot(unlimited mobile data for phone itself).
I want my chromecast get video data from WAN(my phone, using hotspot) not from direct internet due to mobile data sharing limitations. I tried mirroring phone screen from google home but poor orientations and video quality keeps me from doing so.
Is there an app or maybe 3rd party accessories I can use to solve the issue?

No because Chromecast requires Wi-Fi with a functioning internet connection to work, and there is no way around that I'm afraid.

Technically, if you had a PC with a built in wifi direct adapter (pcs built in the last decade all have them) you could plug your phone into the computer via USB and tether the cellular connection to the PC. After that turn on the PCs local hotspot or wifi direct and presto you now have wifi. Added benefit of being 10x better than your phone's hotspot. Bit of a round about, but it should work if you have a decent 5g network. And yes, you should be able to connect to the same wifi if the casted device needs that as well. And also yes, you might even be able to bridge the two connections..🫡
