Home Routine to play Youtube Video Won't Play - Restricted Mode

Using google home to setup routines on my phone to play a youtube video from my Vizio TV that has a built in chromecast ability. When I run the routine from my phone, it works fine, but then when it runs automatically from the routine, it always says cannot play because of restricted mode. I checked the youtube app on the TV and it is linked and restricted mode disabled. The video shouldn't even be restricted mode disabled because it's about nature, so I'm not sure why it's even an issue.

Bottom line is, the routine won't play at all. I keep seeing the existing support say go to 

1. Tap Settings.
2. Tap Notifications & digital wellbeing.
3. Tap YouTube Settings

However, Notifications and digital wellbeing doesn't exist in google home when I click on the TV, is that because it's built into the TV and not a separate chromecast? anyway it doesn't work and I was hoping for some help, thanks!
