I want to add another family member access

I want to add a family member to have access to our Nest Learning Thermostat.  I am not having any luck with instructions I am seeing online.

Are you following the steps here? Does the person you're inviting have a Google account associated with their email address? If not, they need to create a Google account with that email address.
