Chromecast settings

Where are the settings? I'm using a normal TV (not a smart TV) so they are not on the top right of the screen... And they never will be. So, where are they? How can I access them? Surely they can be accessed through android?

You need to use the Google Home app to setup and configure a Chromecast.
