chromecast remote not responding to pairing mode

Firstly the above catorgeries don't cover my equipment but hey.

I'm trying to re pair my Chromecast remote and I have tried two methods of rebooting which both come back to pairing the remote by pressing the back and home buttons but I just never get the flashing lights. I have done thids once before and it took some time for the flashing lights to appear but this time nothing just the frozen light on the remote and no response

The first thing I'd check is that the batteries are good. Use them in a different device to test.
Assuming the batteries are good, try these steps:
  1. Remove the batteries from the remote.
  2. Using your phone or other remote to navigate, go to Settings Remotes & Accessories.
  3. Select your remote and choose to Forget it.
  4. Choose Pair remote accessory to start a new pairing.
  5. Hold the home button on the remote down and re-insert batteries while holding the button down. 
  6. The remote should be detected on the right side of the screen. Use your alternate remote to select it to pair it.
In most cases, your remote will pair automatically after you insert the batteries. If it doesn’t, follow the steps on the TV screen, or press and hold the Back and Home buttons on the remote for 3 seconds.
