Just a few days ago we started having an issue with the Chromecast not connecting. We would change the TV input to the HDMI input with the Chromecast, and it simply gives us the black screen with the Google TV text on it, and the light circling around the rainbow stripe around it, for well over half an hour.
We tried to factory reset it, and even with the button pressed and the Chromecast powered, the light doesn't change color to yellow from white. Don't see the factory reset option in the Google Home app tile for the Chromecast either, so really not sure what to do with the paperweight right now.

A couple more troubleshooting things to try...
Change the power block and the power cord and see if that has any impact. Also, do NOT use the USB ports on your TV to power your Chromecast. They often put out enough power.
If that still doesn't help, it may be that your Chromecast device has failed. If it is under warranty, you can request a replacement using these instructions: https://support.google.com/store/answer/6160400

Thanks! I did try that too, and you're right, the TV's USB outlet is usually not a good idea for a power source.
I ended up spending nearly a couple of hours with Tech Support troubleshooting it with no luck, and eventually since it was under warranty they replaced it.

Glad to hear you are getting a replacement. And, sorry, I seem to have missed a few words in my comment about USB ports on TVs though it appears you figured out what I was trying to say. I meant to type "They often DO NOT put out enough power."
I just wanted to fix that in case someone else sees this conversation later.
