Household routine no motion from sensor doesn't work

The routine I've attached doesn't work. The lights just stay on forever. Another routine for turning them on when motion is detected works just fine, but turning them off when no motion is detected doesn't work.

troubleshooting Outdoor Cam

On PC and/ or phone the images rotate regularly (blue circle in the center of the image).The WiFi network is stable, we have fiber optic, but the connection does not seem stable.Does anyone know how to solve this?
