G Wire connected but fan mode only not working

I have a nest 3rd generation. 3 wire system G W Rc RH with a jumper.G wire is connected, but I can only turn on fan if I select heating, what am I doing wrong? I want to have fan only without selecting heat! It 32° C outside!!!
