Smart plug device persistently offline

Issue category was not listed.I have a device (Gosund Smart Plug- Grandma's lamp) that is connected to and can be controlled by Smartlife. Smart Life is linked to Google Home. Google Home says plug/light is offline. How do I get it online in Home?
