Chrome cast Remote locked

My chrome cast remote has the light on solidly and is locked and will not work. Have changed the batteries, made sure no buttons were pressed in and tried to do a factory reset but it won’t work.

Chromecast plugged in to TV port. Used to work. TV screen shows 'reconnect me' 'TV can't find WI-FI' Google home app does not help. Lower right has code 'H4E7'.
