Trying to set a minimum and maximum temperature lock for the thermostat

How can I lock the thermostat to so that the dial on the actual thermostat can only be adjusted within a range of 16c to 21c. And only I can adjust it on my phone.

My current thermostat has four wires plus a jumper wire. When I hooked up my nest thermostat it’s only showing heat application. How can this be fixed? Thank you

Moving to Mexico and really need a good thermostat because the electric in Mexico is twice the cost of the USA. Does the Nest thermostat work in Mexico?

Nest thermostat says not connected to wifi

My nest thermostat says it is offline. I cannot change the temperature on my phone but yet I can do this on tge thermostat on the wall.
