Nest Fan Setting

I have a question about the fan setting. Why does the fan run when the thermostat is no longer heating? The fan runs "always" but the thermostat obviously only heats when the temperature requires it.

Use nest for Garage - need 35 degree temp

I would like to use my Nest thermostat in my garage. I just want to keep the temp above freezing - 35 degrees. Can I set the temperature that low? I know many thermostats won't go below 5o degrees F
