Fan won't stop working. Even if I chose the lowest time (15 min), it won't stop working. How can we make it work only while heat or AC is working?

Fan keeps turning on and off
The blower fan keeps turning on and off when the temperature gets near to the set temperature for the A/C but the A/C doesn’t start. fan indicator on the thermostat says that it is off. This only starts about a month ago.
